§ SIR CHARLES W. DILKEsaid, that the hon. Gentleman's own Friends had not proposed in 1868 to make such a suggestion. The present proposal was a temporary one, and would be open to the revision of the next Parliament. The work had scarcely increased at all in the boroughs, and, indeed, had long been less than it had been in 1868.
