SIR HERBERT MAXWELL

asked the Under Secretary of State for Foreign Affairs, Whether any communication has been received from the German Government on the subject of the Cameroon annexations since the despatch of Lord Granville's letter dated 21st February; whether Captain Campbell of the Rapid has applied for and received instructions as to the marks of respect to be paid to the German flag; and, what was the date of Captain Campbell's first communication on the subject, and the date of the instructions, if any, which he has received?

Communications are taking place of a confidential nature on the subject of the despatch alluded to, but are not of a nature to be made public as yet. Captain Campbell has not applied for instructions, and his despatch of December 29, which appears in the Blue Book, and is his only report, contains no allusion to any question of recognition of the German flag. Instructions have been sent to Her Majesty's Naval officers on the West Coast to recognize the German flag at the places mentioned in Baron Plessen's note of October 15, 1884, which also appears in the Blue Book.
