MR. GLADSTONESir, in reply to the hon. Gentleman, I have to state that Her Majesty's Government are engaged in taking the steps which they deem best for ascertaining and securing the entire frontier of Afghanistan, including Herat; and they cannot enter into any statement of particulars, because they conceive it would be disadvantageous to the public interest.
