asked the Secretary to the Admiralty, Whether any action has been taken to carry out the recommendation of the Committee on the building and repairing of Her Majesty's ships, viz., that the entire responsibility of the manufacture of guns for the Navy should rest with the Admiralty, and be quite separate from the War Department; and, whether the only reasons for not carrying out those recommendations are questions of bookkeeping between the two Departments?

No action has yet been taken. Many important questions, in addition to that of bookkeeping, must be considered before any change is made. We shall not certainly lose sight of the recommendations of the Committee.
