§ MR. GOURLEYasked the First Lord of the Treasury, Whether, in the event of Her Majesty's Government being unable to adjust their existing difficulties with His Imperial Majesty the Emperor and Government of Russia, he will endeavour to bring about a reference of all questions in dispute to the President and Government of the United States?
MR. GLADSTONEThis Question is substantially a renewal of Questions which have been put by hon. Members, and I can only answer in the same general terms. I must ask hon. Members who have put these Questions to be content for the present with that answer, and with the assurance that we are quite sensible of the heavy responsibility under which we lie to maintain the honour and good faith of the country, and, on the other hand, to use every means consistent with that object.
