asked, How soon the Papers with regard to the Varna Railway would be laid on the Table of the House, as the noble Lord (Lord Edmond Fitzmaurice) refused to answer a Question of his on Friday till they were so laid; and, also, if he would state whether negotiations had been broken off to-day, and that two of the Delegates had given notice that they leave the country on Wednesday? If that was so, what course did the Government propose to take?
