asked the Under Secretary of State for Foreign Affairs, If his attention has been called to a letter, in The Globe of the 20th June, describing the manner in which money is wrung from the debtors of British subjects in Morocco, in which it is stated— The prisoners are chained together at night like wild beasts, each unhappy prisoner being provided with an iron collar round his neck, through which the chain passes, and at sunset they are crowded into dark dungeons, where they are devoured by vermin," &c.; and, whether he will cause an independent inquiry to be made into the charges?

The attention of Her Majesty's Government was called to the state of the prison at Tangier in the course of last year. Her Majesty's Minister in Morocco reported on the subject, and explained the steps which he had from time to time taken to improve its condition. The Report will be laid, and Sir John Hay will be instructed to report on the statement contained in the letter in The Globe of the 20th of June referred to by the hon. Member.
