§ LORD RICHARD GROSVENOR, in reply, said, that serious complaints had been made as to the appointment in question. Inquiries had been instituted, and there appeared to be some foundation for them; but the facts were not 538 such as to disqualify the person appointed. Moreover, a Memorial, numerously and influentially signed, had been received in his favour from the inhabitants of the district.
