§ MR. COURTNEYSir, I fully explained the intentions of the Government on this subject in reply to a Question on the 4th instant. But I may point out that the recommendation which my hon. and gallant Friend quotes was conditional on the approval of the counties who contributed to these works. As the Grand Juries of these counties (Antrim and Derry) have so far declined to approve the proposal, the recommendation falls to the ground for the present.
