asked the Secretary of State for War, Whether any, and, if any, what, modifications have been made in the conditions for accepting recruits for the Army; and, if a confidential Circular has been sent to Officers Commanding Districts on the subject?

Sir, the modifications which have been made are those explained in my speech in introducing the Army Estimates. The Circular referred to gives discretionary power to officers commanding districts to finally approve recruits who, in their opinion, as well as in that of the medical officers, are, though slightly tinder the minimum standard, likely to become efficient soldiers.
