§ SIR CHARLES W. DILKESir, Her Majesty's Government are prepared to ratify the Convention as soon as the other Powers, parties to it, are ready to do so. It is not yet certain when it will be ratified by France, Belgium, and the Netherlands, and I cannot, therefore, at present name any certain date.
