asked the Under Secretary of State for Foreign Affairs, If, in making the communication to the President of the Egyptian Council, reported in Despatch 76, of Egypt No. 8, the English and French Consuls Generals had no other authority from their respective Governments than that conveyed in Nos. 62 and 68, and if they took on themselves to say that their Governments would, if necessary, insist on the fulfilment of the conditions stated, without any express authority for that threat, but only in pursuance of the general instructions to obtain, "if circumstances still admit the possibility," the departure of Arabia Pasha and the other persons named, and the nomination of Cherif Pasha as President of the Council?
