§ MR. TREVELYANSir, the teachers have suffered loss owing to the fact that certain forms which were transmitted to the manager of the school on the 13th of January, 1882, by the Board of National Education, were not returned to that Board until the 27th of March following—that is to say, they were retained by the manager for two months and 14 days. Had they been returned any time before the end of January, the loss would not have occurred.
