SIR JAMES LAWRENCE

asked the Under Secretary of State for the Colonies, If his attention has been called to the desire expressed by numbers of unemployed working men for emigration to the Colonies; whether there is an agreement still existing with Western Australia, by which this Country has undertaken to provide free passages for more than a thousand emigrants to that Colony; and, if he will consider whether the present time is opportune for carrying out such agreement?

MR. COURTNEY

A similar Question was raised by my hon. Friend three years since and again last year, and my answer must be substantially the same as those which have been given him on former occasions. The Question whether this country is under any obligation by agreement to provide free passages for emigrants to Western Australia was fully considered in 1869 and decided in the negative.
