MR. JOSEPH COWEN

, who had on the Paper a Notice that he should call attention to the intermeddling of Peers in the election of Members of Parliament, said, that his Motion involved an accusation against two noble Lords, and some Friends of these Noblemen were anxious to take part in the discussion. He had delayed it from time to time to enable them to make the explanation which they deemed necessary. As they were not present he would not proceed with it on the present occasion.
