§ MR. W. E. FORSTERSir, I must say it is inconvenient to ask Questions concerning a measure which is imme- 1839 diately to come under the consideration of the House. Still, I am not sorry this Question has been put. My answer is "Yes." I should say a yearly tenant can apply to the Court at any time to fix a judicial rent whether the landlord tries to increase the rent or not.
