Friend the Member for the Uni- 1815 versity of London (Sir John Lubbock), who have written to me on similar questions, I have to say that the list of non-commissioned officers of rank somewhat analogous to that of sergeant-major whom it would be of public advantage to make warrant officers is not yet finally settled, and will require some little time to arrange. On matters of detail like this, it might be for the convenience of the House if, before Questions are put in the House, communications were had with me personally. I would undertake to give the best information I could.
