asked the Secretary of State for War, Whether, in the Army Discipline Act, any scheme for an alteration in the existing system of general courts martial is contemplated, whereby the privilege now possessed by civilians, of an appeal from the first judgment of a court to a higher judicial tribunal, would be extended to members of the military profession?

In reply to my hon. and learned Friend, I have to remind him that in criminal matters civilians have no general right of appeal to a higher tribunal, and that I have no intention of proposing that members of the Military Profession should have any general right of appeal from courts martial.
