§ MR. SPEAKERaddressed the House as follows: — Having considered the Questions addressed to me this afternoon, and other suggestions which have reached me, I have framed a new Rule relating to the Proceedings in Committee, and on the Consideration of a Bill, as amended, in lieu of the Rules laid upon the Table yesterday. This Rule has the same object in view, but is framed in a manner which I trust will meet the general views of the House, in regard to the passing of urgent measures.
