DILKENo, Sir; no such measures have as yet been proposed; but Her Majesty's Government, in concert with the Government of France, are engaged at the present time in examining the result of the labours of the International Commission with a view to offer any observations that they may have to submit thereupon before the re-assembling of the Commission in November.
