§ Mr. LONGasked the Vice President of the Council, Whether he is aware that cattle disease has been conveyed to animals by the use of manure brought from yards where diseased animals have been slaughtered; and, whether he can suggest any means of preventing the use of manure brought from such yards, either for the purpose of manufacturing artificial manure or any other object; and, also, whether he is aware that the disease has been transmitted by the carriage of the hides of cattle which have died from disease, or been slaughtered as a consequence of their suffering from it?
§ MR. MUNDELLAWith regard to the carriage of hides I believe there are no regulations; but I will make inquiry on the subject. No doubt, foot-and-mouth disease can be conveyed by the improper use of the manure of diseased animals; but we have no report of any outbreak from this cause. The Animals Order, Article 22, requires the local authority to cause
All litter, dung, or other thing that has been in contact with or used about such animals (i.e., a diseased animal) to be disinfected, burnt, or destroyed.And Article 54 of the same Order forbids the movement of any such manure, except under a licence from the local authority granted upon the certificate of an Inspector, certifying that it has been disinfected. We are unable to suggest any means more effectual than these, and it is for the local authority to see that they are effectually carried out. If 1420 they are properly carried out, I believe they will be found sufficient.
