asked the Chief Secretary to the Lord Lieutenant of Ireland, Whether he will give to the House the names of the Special Commissioners who are to be appointed to inquire into the operation of the Irish Land Act, 1870, and lay upon the Table the instructions under which they are to act?

Sir, so far as I have been able to observe, it is not usual to lay on the Table of the House the instructions to a Royal Commission nor the names. It has been already stated that before the Commission will be appointed—before they begin their labours—we shall be glad to enable the House fully to understand what is the nature of the inquiry; and with regard to the names, as soon as we have fixed on them we will state them orally in the House.
