§ MR. W. E. FORSTERSir, I cannot give a positive answer to the Question. The hon. Member, however, is aware that the object of the Commission is the examination of the working of the Land Act of 1870. Well, that Act contains a number of clauses called the "Bright Clauses," and I think it must be very difficult to examine into so much of the working of the Act which relates to those clauses without, at the same time, finding out what was done by the Church Temporalities Commissioners with respect to the sale of Church lands.
