said, that he had intended to call attention to the present financial position of the Colonies generally, and he believed such a subject would have been of considerable practical importance at the present moment, both as bearing on the finances in India and also the condition of those territories in South Africa which as yet was undetermined. However, he knew at that period of the Session such an important question could not receive the attention it deserved; and after the appeal made by the noble Marquess the Secretary of State for India (the Marquess of Hartington) he should not proceed with the subject.
