§ MR. J. LOWTHERMr. Speaker, if the hon. Gentleman will take a glance at the Order Book, he will, I think, be disposed to concur with me in the opinion that in its present condition it does not hold out much encouragement to the Government to introduce more Bills. I hope, however, that the progress of Public Business will be such that it may be in my power to bring in a Bill upon this subject before very long.
