§ SIR HENRY SELWIN-IBBETSON, in reply, said, he had been asked by his right hon. Friend to answer this Question. The proposed scheme, as he stated in the discussion the other evening, was a sketch scheme of his own. It was submitted to the Commissioners, and embodied in a draft Report by the Chairman of that Body. It was proposed to put the scheme in force as soon as matters were arranged. Until they were in a position to submit the scheme to the House, he did not think it would be well to place the Correspondence, which was necessarily imperfect, on the Table.
