§ THE CHANCELLOR OF THE EXCHEQUERSir, our communications with the authorities in Afghanistan are not in such a state at the present moment as to render it possible for us to bring the subject forward for discussion. It is a mistake to infer that because Major Cavagnari has returned from Cabul communications are broken off; that is not the case. Our Native Agent is there, and communications are still expected from Cabul. We have no information that any advance has been ordered.
