§ LORD GEORGE HAMILTONThe Baltic will not be open before April. The Government have not thought it necessary at present to take any special precautions affecting the trade from Russia; but they have full powers under the Quarantine Act to do whatever may be found expedient for the protection of this country against plague, and will be prepared to exercise those powers should there be any danger of the disease approaching our shores.
