§ SIR MICHAEL HICKS-BEACHMr. Sargeaunt has but quite recently returned from South Africa, and I have not yet seen his Report. I cannot say whether I shall lay it before Parliament until I have considered it; but I shall, in that or some other way, make Parliament acquainted with the financial condition of the Transvaal.
