asked Mr. Chancellor of the Exchequer, Whether he will lay upon the Table of the House, before or on Monday next, a Copy of the Treaty or engagement between the Emperors of Austria, Germany, and Russia, under which the cession of the two provinces of Bosnia and Herzegovina to Austria had already been arranged, as it appears from a statement of the late Foreign Secretary recently made in these terms:— I will only notice as a curious fact, that, although as I understand that cession was proposed by the British representatives at the Congress, yet we well knew that their transfer to Austria was part of the original engagement between the three Emperors entered into some five years ago?

Sir, nothing is known in the Foreign Office of any such Treaty or engagement; and I am quite unable to throw any light on the statement to which the Question refers.
