SIR GRAHAM MONTGOMERY

moved that the Order for Committee be discharged. In doing so", he appealed to the Secretary of State for the Home Department to deal with the subject-matter of the Bill himself next Session. It was high time that the questions in dispute between the Parochial Boards and the Railway Companies in Scotland, as to valuation procedure, should be settled, and he should he very glad to see the Government undertake the duty of bringing that about.

HABITUAL DRUNKARDS [STAMP DUTY].

Resolved, That it is expedient to impose a Stamp Duty on Licences to keep Retreats for the reception of Habitual Drunkards, and also on every Patient admitted into such Retreat, and for the renewal of such Licences, which may become payable under the provisions of any Act of the present Session to facilitate the control and cure of Habitual Drunkards.
