MR. GATHORNE HARDY, in reply, said, that he was not aware that officers or men were returned as efficients in two regiments; but with respect to certain officers in the Militia and the Yeomanry, under special circumstances and special regulations, they were sometimes permitted to act as commandants and field officers in Volunteer regiments.
