BOURKESir, Her Majesty's Government have received information from Her Majesty's Chargé d' Affaires at Madrid that official news from Cuba has been received to the effect that bases of peace have been arranged between the Commander-in-Chief and the leader of the insurgents, and that there is every probability of the insurrection being brought to a conclusion before the end of the present month.
