asked the right hon. Gentleman the Member for the University of Edinburgh, If he can say when the Second Report of the Civil Service Commission relating to the outdoor departments will be issued?

, in reply, said, that the Report in question was already in the press and would soon be issued. Indeed, he hoped it would be laid upon the Table of the House before Whitsuntide. It, however, only alluded to the British Museum, the South Kensington Museum, and other scientific institutions, and not to the out-door departments. Considerable progress had been made in inquiring into the out-door service of the Inland Revenue and the Customs, but the Government had asked their aid to apply the principles of the first Report to the reorganization of one of the large Departments, and as this new work interfered with the main inquiry, he could not say when their Report would be ready with reference to the out-door departments of the Civil Service.
