O'LEARYasked the Secretary of State for War, If it is true that since the accession of the present Director General (Medical) to office a number of instances have occurred of Medical Officers being refused permission to exchange; and whether, notwithstanding recent legislation upon the subject Officers of the Army Medical Department are still practically debarred from exchanging; and, if so, will he inform the House with what object this Department is so exceptionally treated?
MR. GATHORNE HARDY, in reply, said, it was the case that certain instances had occurred of Army medical officers being refused permission to exchange where their foreign services had been disproportionate to their service at home; but at the same time he could assure the hon. Member that no reasonable application to exchange had been or would be refused.
