asked the Secretary of State for the Home Department, Whether, in case of neglect of their duty by the Metropolitan Vestries as regards enforcement of the Law relating to cleansing foot pavements, any means exist to compel those bodies to fulfil such duty?

MR. ASSHETON CROSS,

in reply, said, it was open to anybody to proceed against vestries or district boards for non-fulfilment of their duty, either by an indictment or by an application to the Court of Queen's Bench for a mandamus. What the result of such application or indictment would be it was not for him to say; but he must point out to the hon. Member that, according to the wording of the statute on the subject, the obligation imposed was to cause the footways to be cleansed in such a manner and at such times as they, the vestries or district boards, may think fit.
