§ SIR CHARLES ADDERLEYSir, the Board of Trade officers have not power to detain any ship. They report to the Board of Trade, and the Customs' officers detain by directions from the Board of Trade. It is proposed to institute a higher class of Board of Trade surveyors at the principal ports; and I hope the Bill which I have given Notice of for Wednesday will give the requisite powers.
