§ SIR CHARLES ADDERLEYSir, I hope the Government Bill to amend the Merchant Shipping Acts will be among the earliest measures of next Session. I have no intention of attempting a Consolidation Bill at present; but the House is aware that I have prepared and published a Digest of all existing Merchant Shipping Acts, with a very full and complete Index, which may to a great extent serve the purpose of a Consolidation Act.
