§ SIR MICHAEL HICKS-BEACH, in reply, said, the duty of introducing such a measure, if it were introduced by the Government, would devolve either upon the Chancellor of the Exchequer or the Secretary to the Treasury. After making 73 a careful examination of the facts, he had placed the result before the Treasury. The matter was still under the consideration of the Government, and if his hon. Friend would repeat his Question in a few days, he hoped to be able to give him a more definite answer.
