§ THE CHANCELLOR OF THE EXCHEQUER, in reply, said, there had been a good deal of Correspondence on the subject, both public and private, and the latest information he had was, that no 1520 answer had yet been received to the last representations made to the French Government with respect to the non-execution of the Sugar Convention of 1864. Her Majesty's Government, however, understood that regulations were being framed for the purpose of refining in bond in the French sugar refineries, but it was not stated when the system was to come into operation.
