CARDWELLdesired, before the noble Lord the Member for Haddingtonshire (Lord Elcho) proceeded with his Motion respecting the case of Lieutenant Tribe, to inform him that a Court of Inquiry into the conduct of the officers had been ordered by his Royal Highness the Commander-in-Chief, and that as complaints had been made against Lieutenant Tribe, that officer had been placed under arrest. It would be for the noble Lord to say whether, under these circumstances, he would proceed with his Motion.
