§ MR. KNATCHBULL-HUGESSENSir, the appointments in question are to governments in the Windward Islands group. The local Legislatures of the six Leeward Islands have agreed upon a scheme of federation, to legalize which a Bill will be at once introduced by the noble Lord the Secretary for the Colonies. This does not affect the appointments referred to.
