§ MR. MONSELLThe publication of a Telegraph Guide giving information of the kind referred to by my hon. Friend formed part of the original scheme. It has not been thought advisable up to the present time to issue it, as the additions which we have made to the system from week to week during the past year have been so numerous that a Guide published at the commencement of each quarter would have become inconveniently inaccurate at a very early period of that quarter. Now, however, the system is fast advancing towards completion, and it will shortly be possible to issue the Guide.
