THE LORD ADVOCATE, in moving for leave to introduce a Bill to repeal the thirty-seventh section of the statute eight and nine Victoria, chapter eighty-three, and to make further provision for imposing Assessments under the said Act, said, its object was to place assessments to the poor rate on the same footing as that on which all other assessments stood—that was, upon the gross, and not upon the net rental.
