THE LORD ADVOCATE, in moving for leave to bring in a Bill to make bet- 756 ter provision for Endowed Hospitals and Endowed Educational Institutions in Scotland, said, the funds of these institutions were to a large extent applied in modes not adapted to the altered circumstances of the country; and he, therefore, proposed by this Bill that trustees and managers should be allowed to apply to the Home Secretary for provisional orders to revise their rules. The Home Secretary would refer to certain persons, and on their report might sanction the order.
