said, he would beg to ask the Under Secretary of State for War, Why capitation allowances are issued to Volunteer Serjeant Instructors belonging to the Permanent Staff of Corps, and are refused for the Serjeant Instructors attested as belonging to Administrative Battalions, and whether it is intended to continue such a distinction as to those allowances?

said, in reply, that these allowances were only made in respect of those Volunteers who had made themselves efficient. The sum involved was very small, and it was not the intention of the War Office to propose any change.
