said, he also wished to ask the Lord Advocate, Whether in the event of an Education Bill for Scotland being in contemplation, Government would consent to the appointment of a Royal Commission to inquire into and report upon the subject of and circumstances affecting Education generally, prior to the introduction of any new measure or any change in the system at present in operation in Scotland?

said, there was no probability of the appointment of such a Commission.
