MR. ALDERMAN COPELAND

said, he would move that it be read a second time that day six months, if it were pressed at such an hour, unless upon the understanding that the Bill would be sent to a Select Committee. It was a very important Bill, and altered the whole law of the land.

MR. SOTHERON-ESTCOURT

said, he cheerfully consented to its being referred to a Select Committee; indeed he thought it the proper course to be taken with this Bill.
