§ MR. BRADYsaid, he would beg to ask the Secretary for War why Captain King, of the Depôt Battalion Department, was promoted to a Majority, he not being, the Senior Adjutant or Senior Captain of that Branch of the Service; and is not such appointment contrary to the rules of the Service?
GENERAL PEELsaid, he must really appeal to the House whether he ought to be called on to state the circumstances under which individual officers were promoted. The only answer he felt it his duty to give was, that he considered that he was fully competent to make those promotions, and that he was responsible for them.
