§ Answer to Address [11th February] reported, as followeth:—
§ "I have received your Address, praying that a Commission may be issued to inquire into the present state of Popular Education in England, and to consider and report what measures, if any, are required for the extension of sound and cheap elementary instruction to all classes of the People.
§ "And having taken the subject into consideration, I have directed that a Commission shall issue for the purposes which you have requested."
